Summary

Working under the direction of the Strategic Budget Officer, the Budget Manager administers and coordinates the annual budget process including five-year capital plans, forecasting and budget priorities. Works both independently and collaboratively while prioritizing a diverse workload.

This is an exempt salaried position. The beginning pay range is $59,156 - $66,872 depending on qualifications.

Essential Duties and Responsibilities of the Budget Manager:

  • Assists with and coordinates preparation of 5-year Capital and Personnel budgets;
  • Develops the annual budget document for the City of Brenham and manages the budget planning and preparation, including budget calendar, pre-budget planning meetings and required public notices and hearings;
  • Conducts research and analysis, compiles historical financial data, and forecasts trends and other issues concerning local, state, and federal issues;
  • Responsible for personnel budget for the City of Brenham and continuously updates the personnel model for position changes (upgrades, new hires, vacancies, etc.), worker's compensation rates, medical insurance coverage elections and other factors;
  • Responsible for budget data input into accounting software including budget initialization, budget amendments and adjustments;
  • Assists with creation of presentation materials for City Manager and council meetings;
  • Monitors budget performance and evaluates fluctuations due to unexpected changes in economic conditions, policy and administrative adjustments or in patterns of consumer demand;
  • Provides leadership and direction in the development of short- and long-range plans; gathers, interprets, and prepares data for studies, reports, and recommendations; coordinates department activities with other departments;
  • Assists with annual Audit including producing work papers and reports for Management and Statistical section in the Annual Comprehensive Financial Report;
  • Prepares weekly, monthly and quarterly financial reports as needed for staff and management, and researches and responds to inquiries related to line items deviations, and
  • Attends budget workshops, necessary council meetings, and all other relevant board meetings.

This is a non-supervisory position.

Qualifications

Education and/or Experience

Bachelor's degree in Accounting, Finance or other relevant field required; three or more years of professional experience performing accounting, budgeting or financial management reporting and analysis; advanced understanding of Excel, PowerPoint and Word; knowledge of public sector accounting, budgeting and financial accounting practices highly desirable.

Knowledge Of

Generally Accepted Accounting Principles (GAAP); Governmental Accounting Standards Board (GASB) pronouncements and standards; management principles; budgeting principles and procedures; computers; and standard office practices and procedures.

Skill/Ability To

Operate computers, including word processing and spreadsheet software; read, analyze and interpret financial data; provide technical and financial direction to various departments as necessary; establish and maintain effective working relationships with city personnel; excellent interpersonal and communication skills, both verbal and written; and read and understand manuals, policies, and other documents. Must have strong analytical skills and ability to consistently manage priorities and meet deadlines. Commitment to customer service and ability to work in a team-oriented environment.

Certificates, Licenses, Registrations

Certified Public Accountant in the State of Texas preferred; Valid Texas driver's license or available alternate means of transportation required.
